The first draft of Vancouver’s Host City Human Rights Action Plan is now available

Human Rights Action Plan

Hosting the FIFA World Cup 2026™ is a historic milestone for Vancouver and other Host Cities. To reduce negative impacts and enhance positive outcomes, FIFA built comprehensive human rights requirements into the hosting process, marking the first tournament where these requirements were included from the outset in host city agreements.

One of these requirements is the development and implementation of a Host City Human Rights Action Plan for all sixteen host cities. FIFA’s World Cup 2026™ Human Rights Framework outlines the objectives and actions for FIFA and Host Cities to pursue in developing these Action Plans.

Vancouver Host City Human Rights Action Plan Version 1

Vancouver has long been a city that centres human rights in its policies, programs and day-to-day work. The Host City Human Rights Action Plan builds on those existing commitments and the strong foundation already in place.

The City of Vancouver’s draft Human Rights Action Plan aligns with FIFA’s Human Rights Framework and outlines the City’s commitment to protecting and upholding internationally recognized human rights standards throughout the planning and delivery of the World Cup.

The draft Human Rights Action Plan was developed in close consultation with the Province of British Columbia, as well as through meetings with many community-serving organizations and other relevant interest holders. This broad approach provided opportunities for people to share their perspectives on the range of human rights considerations included in this draft Action Plan.

Next steps

Click below to read the first draft of the Vancouver Host City Human Rights Action Plan. The final version is anticipated to be published in May 2026.

Between the two versions, the City will build on the preliminary priority actions established in the first draft by providing further operational details and taking additional community feedback into account.

We are honoured to welcome local residents and guests to FIFA World Cup 26™ Vancouver on the shared ancestral and unceded territories of xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) Nations. We have stewarded these lands and waters since time immemorial.  
 
Together we are proud to have partnered with the Province of B.C. and the City of Vancouver in hosting this historic tournament. We recognize the unique opportunity to share our histories and cultures with the world and generate legacies for the next seven generations in our communities, all the while celebrating the spirit of the beautiful game.

We acknowledge this land is situated on the unceded traditional territories of the xʷməθkʷəy̓əm (Musqueam Indian Band), Sḵwx̱wú7mesh Úxwumixw (Squamish Nation), and səlilwətaɬ (Tsleil-Waututh Nation).
